五所大學位列世界百強，北都大學城學額同日公布

教育局 9 月 30 日的新聞稿，先公布泰晤士高等教育（THE）二○二七年世界大學排名，再寫北都大學城的學額和撥款。五所大學位列世界百強。
名次
- 香港大學：全球第 33 名
- 香港中文大學：第 42 名
- 香港科技大學：第 58 名
- 香港城市大學：上升至第 70 名
- 香港理工大學：上升至第 79 名
城大、理大稿裡只寫「上升至」，沒有上一期的名次。
北都大學城相關措施
稿中點名《香港第一個五年規劃（2026—2030年）》和《行政長官2026年施政報告》，並寫到以「一城五元素」推動北都大學城。五個元素的具體內容，這篇稿沒有列出。
為配合北都大學城，稿中列出的措施包括：
- 教資會資助的研究院研究課程學額，增至二○三○／三一學年 9 600 個
- 「香港博士研究生獎學金計劃」名額，逐步提升至二○二九／三○學年 550 個
- 知識共享：每年額外 2,000 萬元
- 「科教創新基金」：每年 4,000 萬元
- 自費非本地生人數上限持續放寬（稿內沒有新的上限數字）
- 跨部門「留學香港專班」
- 學生來自全球超過 100 個國家及地區
